Fawwaz reportedly set up a media information office in London and headed the "Advice and Reform Committee." The London office was designed to publicize the statements of bin Laden as well as to provide a cover activity in support of al-Qaida’s "military" activities, including recruitment, the disbursement of funds, the procurement of funds, and procurement of equipment. The London office also served as information center which collected reports from various al-Qaida cells, including the Kenyan cell, and translated them to headquarters. It is also believed that Fawwaz helped to establish businesses in Kenya as fronts, particularly Asma Limited. He then supposedly transferred ownership to Banshiri in 1994. **RF2** He was arrested on September 28, 1998 in London and is fighting extradition to the United States where he could face life in prison.
