A Libyan national who allegedly sat on al-Qaida’s consultation council. He was indicted in the United States on December 20, 2000, on charges of conspiracy to commit murder, kill U.S. citizens, commit terrorist acts, and destroy U.S. defense installations. He allegedly took photographs of the embassy in Kenya that were later used by bin Laden to pinpoint where the explosives should go.**RF3** Al Liby was a political refugee in the United Kingdom until 2000 but vanished before he could be arrested.
